Having discovered that he was plotting to uphold the Empire of China but not the Manchu Dynasty, that he was planning to convert the Monarchical form of government into that of a republic, we requested our wise and loving mother to instruct us in the administration of the Government. In this manner the danger was avoided and peace restored. However, Hong Yau Wai and his death-deserving associate Leung Kai Chiu having fled and having escaped abroad, the punishment of death has not yet overtaken them. They still persist in disseminating statements which disturb and agitate the people and in printing and circulating false reports; their object being to deceive and mislead the people and to alienate the affection existing between us and the Empress Dowager. When Tam Chung-lun (Viceroy of the two Kwong) discovered the correspondence which had passed between the Rebel Hong and his associates, it was found to contain this statement: "Tam Tsz-tung is qualified for being elected President." Such rebellious acts as these are indeed sufficient to arouse anger.
Of all our Ministers and subjects, whether in China or abroad, many will certainly feel indignant at such wild and rebellious schemes. Yet it is possible that one or two out of a hundred or out of a thousand may be deluded and misled, and as these are not only ignorant of right and wrong but are unable to see clearly the line of difference between subordination and rebellion, they must
